`Serial killer` in guise of masseur arrested – 6th May 2020

LAHORE: The Crime Investigation Agency (CIA) police claim to have arrested an alleged serial killer who under the garb of masseur killed five people to get their belongings in separate incidents.

According to a police official, the suspect, ljaz alias Jaji, used to lure unsuspecting people to some deserted place, break their neck with his bare hands while giving them a massage and escape with the victims` belongings.

He said the police arrested ljaz and were conducting raids to nab his three accomplices who had gone underground after his arrest.

The police official said during interrogation, ljaz told the investigators that he and his accomplices had formed a gang and would commit such crimes in the guise of masseurs in the city.

The suspect told the police that he and his accomplices thought it was a safer way to make money as compared to committing other crimes.

The suspect confessed to have killed five people in various areas of the city including Bhati Gate, Shadbagh, Islampura and Ravi Road.

14-year-old kidnapped girl recovered – 6th May 2020

NAUSHAHRO FEROZE: A 14-year-old girl allegedly kidnapped in Rahim Yar Khan on March 3 was recovered while she was being taken to Naushahro Feroze by a car. SHO of Sadhuja police station Mohammed Khan Abro told local reponers on Tuesday that a police pany was put on alen on a tip-off about shifting of the girl from one place to the other. A car was signalled to stop at Sadhuja stop and on suspicion asked the driver, Asif Bhatti, about the girl accompanying him.

The girl drew the policemen`s attention to tell them that she was kidnapped by the man from the Kot Sabzal area of Rahim Yar Khan.

The suspect and the girl were brought to the Sadhuja police station and the girl`s father was contacted by phone as he had lodged a kidnap FIR at the Kot Sabzal police station on March 3.

Asif and the victim were then handed over to the Naushahro Feroze district police for legal formalities.-Correspodent

System launched for digital monitoring of prisons – 6th May 2020

LAHORE: As part of a jail reforms initiative, the Punjab government on Tuesday launched prison management information system (PMIS) to `digitally monitor seven prisons throughout the province`, and promised to gradually expand it to all prisons in the province.

Chief Minister Usman Buzdar inaugurated the system at a ceremony held at Civil Secretariat here on Tuesday. On the occasion, the CM was told that the new system will allow digital monitoring of prisoners, staffand other things.

The scope of PMIS will be gradually expanded to all jails to maintain a digital record and monitoring of prisoners` movement and other activities during their confinement. Similarly, visitors` record will also be maintained.

The meeting decided to take steps for increasing the capacity of Punjab jails to accommodate 10,000 more prisoners. It was also decidedtoincrease thestrengthof doctors and paramedics according to the needs.

On the occasion, the CM claimed that organised jail reforms had begun after 100 years, adding that prisonerswould be provided with all facilities according to the jail manual.

He also directed to install air coolers and water coolers in all jails.

Additional Chief Secretary (Home) Momin Ali Agha briefed the CM that steps had been taken to protect the prisoners from coronavirus. He said 1,584 prisoners have been relocated from congested Lahore jails to other places and a 100-bed hospital was fully functional at the Camp Jail. Some 84 out of 1,680 prisoners were tested for coronavirus and only seven infected patients were under treatment at all the jails, while a high security prison willbe made functional in Mianwali very soon.

Provincial ministers Raja Basharat, Zawar Hussain Warraich, the chief secretary, the information Secretary and others also attended the meeting.

MEETING ON ENERGY: Meanwhile, the chief minister was given a briefing by the energy secretary on projects in Punjab. The meeting decided to transfer sewerage and water supply projects of the Water and Sanitation Agency and streetlights on solar energy to all divisional headquarters of the province.

The meeting gave in-principle approval to solar projects for 50 to100 houses and the CM directed to devise projects for supplying direct electricity to the industry through the provincial grid station. He also approved upgrading of solar wall project in Kala Shah Kaku, adding that a Renewable Solar Energy Training Centre will be set up in Bahawalpur and Solar Centre of Excellence for Solar Testing and Training in Multan.

LHC seeks birth certificate of ‘Sikh’ girl – 6th May 2020

LAHORE: The Lahore High Court (LHC) on Tuesday sought the computerised birth certificate issued by the National Database and Registration Authority (Nadra) to a Sikh girl from Nankana Sahib who had contracted marriage with a Muslim boy.

Justice Shehram Sarwar was hearing a petition by Muhammad Hassaan, seeking custody of his wife, Jagjit Kaur, presently living in Darul Aman on a court’s order.

Ms Kaur had previously made a statement before the court that she had married the petitioner of her free will after converting to Islam and did not want to go back to her family.

However, her brother, Manmohan Singh, had alleged before the court that Hassaan had abducted his sister with an intention of rape. He claimed that Kaur was below 16 years of age and had not reached the age of consent when the incident happened.

On Tuesday, the petitioner’s counsel told the court that the petitioner and his wife were 19-year-old and their computerised national identity cards (CNICs) were available.

However, the judge directed the counsel to submit the birth certificate of Kaur to determine her age. Hearing was adjourned till May 22.

In his petition, Hassaan contended that his wife (Kaur) wanted to live with him and she be allowed to go with him. He said the family of his wife continued to extend life threats to him even after Governor Chaudhry Sarwar mediated reconciliation between them.

A report submitted on a previous hearing by the medical superintendent of Mayo Hospital said the age of the girl was above 18 years.

Jagjit Kaur had reportedly gone missing in August last year. She surfaced with Hassaan days after the incident and both claimed that they had contracted marriage. Kaur was given Muslim name Ayesha.

The local Sikh community had resorted to protests after she married to the Muslim man against the will of her family. It became a high-profile case as both the parties levelled allegations against each other.

The Punjab Minister for Law and Parliamentary Affairs Raja Basharat introduced the “Punjab Domestic Workers Act 2018” during the Punjab Assembly session. Deputy Speaker Sardar Dost Muhammad Mazari referred the Act to the concerned committee and sought a report within two months.The “Punjab Domestic Workers Act 2018” not only binds everyone to address a servant as ‘domestic worker’, but it has also fixed a fine of Rs.50,000 over employing a child under age 12.It is a new law which was only introduced in 2019 but still it is not known or familiar by the public at large. In minimum wage, the Act states that no employer shall pay to the domestic worker, the remuneration payable, at rates less favourable than those at which remuneration is paid to the domestic workers of the opposite sex performing same work or work of a similar nature or of equal value.

The Act further stated that a female domestic worker engaged in domestic work shall be entitled to maternity benefits with a minimum amount equivalent to six weeks wages in a prescribed manner but not less than the minimum wages notified by the government.

One of the topics covered during the workshop was social media, and its role and importance as a tool in establishing paralegal networks. The session was conducted by Haider Kaleem and Asra Haque of voicepk.net, a digital media initiative of the AGHS Legal Aid Cell.

Paralegals were given an introduction to the various social media platforms, such as Facebook, Twitter and YouTube, and were provided with a basic step-by-step on how to create an account on these platforms, how to engage with content produced for these platforms, and how to share content with the paralegal network to help spread information and build connections.

An answer and question session ensued where female paralegals expressed their concerns with social media. They were taught about social media safety, how to protect their information and how to differentiate between false or fake news and authentic content.

It was determined from the session that not many paralegals were making use of social media except for Whatsapp to receive and disseminate information, and to build their paralegal network. Women especially were vary about risking their private information, but were willing to create profiles for different social media platforms after learning of basic safety and security rules

3rd MONTHLY MEETING OF PARALEGAL COMMUNITY CENTRES-,29thFebruary2020

In February monthly meeting was held and all centers gave their written monthly reports to Ms.Rahat Gull. A seminar on the Paralegal training Program was designed and they were asked to participate along with their trainers in Avari on 21st February 2020.

2nd MONTHLY MEETING OF PARALEGAL COMMUNITY CENTRES-31st January, 2019

Briefing:

In January 2020 the meeting was well attended by all 15 centers. Ms.Asra Haque and Mr.Haider Kaleem joined our paralegals and intrduced the new initiative of AGHS of creating a platform for  its human rights based advocacy,news and current affairs activity by forming Voice pk.com.They briefed them on the working of voice.pk.com and encouraged them to download twitter and taught them to learn uploading the twitter app on their mobile phones and lap tops so they would be able expressing  their opinion  on issues close to their hearts.

1st MONTHLY MEETING OF PARALEGAL COMMUNITY CENTRES- 28th December, 2019

Briefing:

All centers were called in to start the German Project on Access to Justice for the year 2019-2020.They were welcomed back into the project and they shared their appreciation and close communication with AGHS Legal Aid Cell.They vowed to work harder and diligently to facilitate vulnerable section of our society especially,women,children,minorities and transgenders. They believed that the good work of our compassionate lawyers  through litigation and counsultation is progressing. The training of legal education is being upgraded every year and new amendments in law are immediately advocate through the community supervisors and their trainees.

With the global spread of technology, Pakistan also has presence of its large  populace in cyber space.As according to Global Security Index-Pakistan ranks 7th in terms of countries with the worst cyber security.Incessantly committed to aid people and for propagation of knowledge in this regard our organization arranged training workshops to spread awareness about cyber crime with inclusion of harassment, blackmailing and fraud etc.And concerned laws present in Pakistan.Recently our trainers conducted a training workshop to inculcate knowledge about cyber crimes prevalent in Pakistan. This knowledge based training workshop enlightened 900 women  of our 15 Community  Centres.
